Shelby was born 15 August 1882 in Elkton, Todd, Kentucky, the third child and second son of John William Smith and Jennie Ella Mobley. He was raised in Elkton.
Shelby married Iva Logan about 1911. Iva was born 14 April 1893 in North Carolina, the daughter of Francis Moses Logan and Margaret Jane Toms.
Their children were Shelby Russell Smith, Jr., born 7 March 1914 in Florida; and Jane Smith, born about 1916.
Shelby registered for the World War I draft in Jacksonville, Florida. By 1930, the family had moved to Los Angeles county, California and settled there - first in La Crescenta, and then Los Angeles. Shelby was a coffee salesman.

Son Shelby married Susanne and also lived in Los Angeles.
Iva died 10 November 1948 in Los Angeles; Shelby died there, 18 November 1965. Shelby Jr. died there 1 February 1984.
